Habitual Drunkards Act 1879 
c 19 An Act to facilitate the control and cure of Habitual
Drunkards.

Provides for establishment of Retreats for Habitual
Drunkards.

The Act had 36 Sections and 2 Schedules.

Return giving the Number and Names, with Addresses of State reformatories instituted, or about to be instituted, under
Section 3 of the Inebriates Act 1898, with the Number of
Males and Females to be accommodated in each; similar Return of Inebriate Reformatories certified and in course of 
construction; the number of Habitual Drunkards convicted as 
such under the Act, in the year 1899; and the Number of Habitual Drunkards, who, after conviction, were in 1899 under detention in Prison until a suitable reformatory willing to receive them was found; the Number and Names, with Addresses of retreats certified and in course of construction, with the Number of Males and Females to be accommodated in each; and the Names of the Local Authorities contributing, or willing to contribute, with particulars of such contribution, in support of certified

Of the 90 convictions 88 were actually received into Reformatories 2 were discharged because no institution was available 2 were undergoing a preliminary prison sentence at the close of the year previous to admission to a Reformatory.

Four other institutions, now conducted as private Homes, are at present considering the question of applying for licence under the Acts, but as the subject is still under discussion, the prospective licensees decline to permit their names to be made public.

The following Counties and Boroughs have subscribed towards the establishment of the Brentry Reformatories, to the extent of the amount against each name. In addition to this original contribution each authority has agreed to pay the sum of 3s-6d per head per  week as maintenance charge for all cases committed from their district.

Five other Councils who have the question under consideration have not yet finally decided to contribute, but in each case their special commitees have recommended such action.

Other Local Authorities Viz :- London County Council - 
Corporation of London - York, Cardiff, Sheffield and Lancashire are contracting with Ashford and Duxhurst Reformatories for reception of cases, on payments averaging about 7s per head per week, to include both establishment and maintenance charges.

Lancashire, Yorkshire, Durham and Cardiff, and some of the
southern counties of England have deferred definite contribution to existing Reformatories pending a decision to build for their own use.
