The Holywell Poor Law Union was officially declared 30th January 1837, and comprised the parishes of Nannerch, Caerwys, Cilcen, Flint, Gwaenysgor, Halkin, Holywell, Llanasa, Mold, Nerquis, Newmarket, Northop, Whitford and Ysceifiog.

By 1861 the Union comprised an area of 89, 479 acres, with a population of 39,941.

The Workhouse was erected on the Old Chester Road, Holywell, Flintshire. An Infirmary was erected in 1913.

Under the National Health Service, it became Lluesty Hospital.
