The Monmouth Poor Law Union was declared 15 June 1836 and consisted of surrounding parishes from the Counties of Gloucester, Hereford and Monmouth.

The Monmouth Union Workhouse, situated on Hereford Road, was built in 1870 under the direction of Mr G. C. Hadden, architect. It consisted of four blocks of buildings one of which was the infirmary. All built of Stone enclosed with a low wall. Designed to accommodate 204 inmates, an additional detached building was erected at the rear for the treatment of infectious cases.

Monmouth proposed new workhouse
The Monmouth Board of Guardians, at an adjourned meeting on the 16th ult., selected a design the joint production of Mr G.Haddon of Hereford and Mr F.B.Payton of Bradford, Yorkshire, submitted in competition, along with 15 others for their proposed new workhouse. The site is in the Old Hereford Road, and is described as highly suitable for the purpose to which it is to be devoted. The estimated cost of the new buildings is stated at £6,000.
