The Pontypool Poor Law Union was declared 25 April 1836 and consisted the following parishes: Glascoed, Goytrey, Gwehellog, Gwernesney, Kemeys Commander, Llanbaddock, Llandegveth, Llangeview, Llangibby, Llanhilleth, Llanllowell, Llanthewy Vach, Llantrissent, Llanvihangel Pont-y-Moile, Llanvrechva Lower, Llanvrechva Upper (site of the Workhouse), Mambilad, Monkswood, Panteague, Trevethin, Trostrey and Usk.

The Pontypool Workhouse in Griffithstown was erected in 1837 and enlarged in 1900. Cottage Homes were also erected in 1881. The two institutions could accommodate 270 inmates to include 64 children in the cottage homes.
